I need to revert from 1803 to 1709 and am happy with the loss of functionality. In terms of access to the net and general surfing what settings do I configure so I am up to date safety/security wise but not having upgrades to anything above 1709 downloaded/installed?

It's not really possible to have the security and safety of an update without having the update installed.
With that being said, 1709 is still a reasonably new version of Windows, so you should be able to use it without having to worry about too much at all. You will be fine downgrading.
