Self built PC, poor optimisation?

Hi, i just ran the userbench mark app (https://www.userbenchmark.com/). is this a good indication of pc performance? is there something better?

It gave me the following results, some are quite disappointing. For example the CPU and the RAM seem to be under performing.

Any advice?

For your RAM, do you have it set to run at 3600mhz? For you CPU, have you tried upping or lowering the voltage?

I just did the same test and I have much older hardware and I have a 25% CPU background usage. That's due to all my RGB accessories...ie keybard/mouse, case fans, mouse mat.

Also try setting your BIOS/UEFI to default as @bassfisher6522 points out that under/overvolting power to the CPU and wrong RAM speed settings can really mess up a computer!.
