sleep when idle

I have my windows 10 (10041) sleep when idle setting set to 'never' in the power settings, but it still sleeps after 10 minutes !

Is this a known bug or is it just me !

Any suggestions to fix ?

Are you sure it is sleeping and it is not, perhaps, the screen display turning off. (Default is ten minutes)

it just goes to the lock screen with press ctrl-alt-del, screen stays on.

Nope screensaver is off !

Disable nee to hibernation. That does need to be done correctly, and there are ramifications to doing it. I had the same issue with win 8. This works in windows 10 also.
