startup repair loop

Installed w10 to SSD from DVD (created from ISO) After install I have a problem accessing my network (no valid IP address).
Ran start up repair with DVD in drive and it said cannot repair but restarted. Network was then accessible. Problem is when computer is restarted again there is no access and I have to repeat the start up repair yet again.

Any suggestions welcomed - thanks
