After I upgraded to Windows 10 my taskbar started "flickering or jumping over" about an inch, there is only a blank space beside the time and date information when this occurs. It is constant, rythmatic, and extremely annoying. I have tech support on my computer and they were completely mystified as to what is causing this. We did a safe mode restart and the issue was still there, so they recommended I contact Windows.
