I have Windows 10 and a 23 in monitor. Every time I use the PC the top line containing the minimise -, the maximise box and the close X does not show. I have to pull down with the cursor for it to show on my desktop PC.

Look for a Menu button on the monitor itself or maybe an Auto which should fill the screen properly. I had to do that with my ASUS 27", it was given to me by a client and my only reason for keeping is it accepts 4 connections, VGA, DVI, HDMI and DisplayPort, changeable by the menu button as needed.
