Unable to change com port settings

I hope someone can help me with this... I am currently using Windows 10 and Admin account. I recently installed a device that requires the com port parameters to be set at 9600,n,8,1. I install the drivers, but the device did not work. I look in device manager and see that it is set correctly, however, when in cmd prompt I type in mode and see that the com port is set to 1200,n,7,1. No matter what I do, it will not change. As a side note, I know that this works on other machines because I have installed this device in a number of different locations (more than 50). I can manually set it using the mode command but of course that only works for the time being.

Is there something in the Admin settings preventing the driver from installing all the way and changing the settings? I've literally been working on this for 6 hours today.
