Unable to create new folder

will some one guide and help me how to create a new folder in win10.I was able to create new folders earlier. since today I am not able to create any new folders as when I right click the pop up will never show create New. I even tried SHIFT+CONTROL N it is not working. I tried to save a file using to create New folder in the directory it is not working.
Please help me.

There has been reports in the past that often time the shell (explorer.exe) was not instantly refreshing and consequently you would not see the results of having created a new folder.
After you create a new folder on your desktop right click a blank area and choose "Refresh" from the context menu.

I thought this had been resolved but it may still exist on or in some versions.

Are you receiving any error messages or notifications at the time of a new folder creation.
"Access Denied" "You don't have permissions ……" etc.
