As far as I understand two different animals..not just a matter of downloading a 3.0 driver..the actual hardware is different..Perhaps I'm wrong.

Nope absolutely correct.
To upgrade to USB 3.0 without native hardware in place, would require an add-in USB 3.0 adapter card and Windows 10 drivers for it.

Yep USB 3.0 is the combination of both USB 2.0 and USB 3.0 chipsets. USB 2.0 for legacy connections and USB 3.0 for faster connectivity. Without USB 3.0 drivers, if the USB port functions at all, it will only use the USB 2.0 chipset on a legacy connection rate.
