Volume icon unresponsive

I am able to adjust the speaker volume by accessing the volume mixer window, but when right or left clicking the taskbar icon, the adjustment window does not open. Scrolling over the icon prompts text indicating the current volume level, but that is the only response. I have rebooted and performed a system restore, and have deleted and added back the icon through the systems settings to no avail. The problem started when I accidentally disabled the speakers through the sound window in the control panel, which might have happened before the last (and only) system restore.
