Were having trouble loading your feed message

I use my computer offline with windows 10. However, I keep getting an annoying message that takes up half the screen saying, “we’re having trouble loading your feed.” I have turned all notifications in settings, but l’m still getting the message.
Any advice on how to stop this message continually popping up?

Not obvious based on the image you posted.
Probably something running at startup, so...
Load Task Manager and check the startup tab and see what you can see
OR
Perhaps is loading as a Scheduled Task, so....
Load Task Scheduler and see what you can see.
OR
IF still no joy then grab a copy of Autoruns

Autoruns for Windows - Sysinternals

See what programs are configured to startup automatically when your system boots and you login.

Run as administrator and maybe you might spot it there.
