On April 4, My screen went blank with a notice to call 1-855-357-4747 to fix. The notice is from IT World Solution. Computer is working just fine now. My question is IT World Solution associated with Microsoft? I am beginning to feel that I may have been scammed and am out $199.99

Area code 855 is well known for scammers. What antivirus program are you running, did you turn your machine off and start in safe mode to run virus checks?

Yea you were scammed. You probably downloaded some malware. In the future there are ways to get rid of these things without paying the ransom.
