Windows 10 reset "failed"

My daughters laptop was performing poorly, So I tried "reset this pc" after an hour a message the Reset Failed. Now the Laptop will not boot at all. It's a HP stream with USB ports only. Can I use another Windows 10 Machine to put "Boot" software on a USB drive?
