I just did a Windows 10 reset, with the option to keep files. When it was finished, I found the windows.old folder at the root of C drive. It has subfolders inside of it, but they are all empty. Documents, Pictures, Videos, Downloads all empty, in all users folders. Be forewarned. Make a backup of your files first!

The only files that should be left in the Windows.old dirctory are ones Windows cannot migrate into the working OS.

You may find your 'missing files' are actually in your current OS's appropriate folders.
