Windows 10 "reset" stuck at 66%

I was resetting windows 10 and now it has been stuck for >3hrs at 66%, "Configuring settings" is at 7%.

No USB etc connected. Just laptop. No antivirus as I uninstalled AVG with AVG remover from AVG.

HDD light on laptop is just off for atleast 2hrs now. No blinking or anything.

Please guide. Should I power it down? Will it re-start normal?
