Have read many of you seem to have V1703. I have V1607 which works well. Is 1703 the latest ?

Also, upon checking my PC about the updates, I see that on April 26, the update for "Cumulative Update for W10 V1607 for x64 based system (KB4015438) failed 19 times on that day ? Is it important to have this ?

to answer your first question: yes build 1703 is the latest (creator update a.k.a. Redstone 2), current biuld 15063.250

second question: on some computer this update will not update. KB4015438 increases the build
from 14393.953 (a.k.a. Anniversary update, also known as Redstone 1) to 14393.969 . Current actual
build is 14393.1066 (KB4015217).
You basically can update your system by downloading KB4015217 from the catalog

and install it that way (that is how I am doing it due to several computer needing update).
