Windows file does not exist

I am unable to open windows apps. It says the file does not have a program associated with it for performing this action. Please install a program or if one is already installed create an association in the default programs control panel.

I have tried everything..Im unable to open command, or Run..

What is the name of the file and the extension? Will help in identifying a process to help.

Well in Windows it allows you to associate a specific app to open a file example: A .DOC file is associated with MS Word. SO everytime you click on a .DOC file it opens it in Word. Same with .MP3 which may be set to Itunes resulting in when you click an .MP3 file the song will play in itunes. Usually when you install an app like Itunes it sets the association by default.
