Windows freezes up.

I recently purchased a new laptop, a HP Envy, with Windows 10 installed. It works fine except that occasionally the screen will freeze up. When that happens I have to press the power button to put it to sleep. When I wake it from sleep mode everything is back to normal. Not a major issue, but a little annoying.

Same issue and also, it is very, very slow starting up.

That is not the expected behavior of a "new laptop" and I think if it was me, I'd be dancing on the desk of the retailer / seller from whom I purchased the computer, insisting that they make it right by fixing it, replacing it or refunding my money.
It should not be and is not your responsibility to repair or otherwise make changes to a new computer in order to make it function as it should, out of the box.
I would think, that customer satisfaction would be important to the vendor and I know that it is important to HP.
