Windows update causes PC to freeze on reboot

The title pretty much sums up my problem. I am trying to update to the Windows 10 Anniversary update so I can use the Bash feature. When I check for an update my system tells me that I am up to date. I then tried the "Windows 10 Upgrade Assistant", it downloads the next patch, and when it does the reboot for the next step, my computer shuts down(as expected), but then it just powers on but my peripherals don't work (my monitor isn't detected and my mouse and keyboard doesn't light up). I can hear the fan spinning and the power button lit. I've left it overnight to see if it's secretly installing but it doesn't work, I have to hard reboot it by holding down the power button. I've also tried downloading the ISO and installing it that way but I get the same result. I've noticed that for other software as well, if a system reboot is triggered for an update, it freezes. Oddly, the regular security updates for windows work, such as those where it says installing 1 out of 30.
