Windows won't launch

Hi, Another day, another problem. When I turn on the PC. the blue screen with the windows appears but there is no little moving circle underneath and nothing happens. I have to do a manual shut down and restart.

When you say that 'I have to do a manual shut down and restart', do you mean it restarts fine the second time?

That is correct.

Go to the Control Panel and Power Options. Find your current plan and instead of manually setting it, reset it to defaults. Also check the 'choose what power buttons...'. Check your settings including the Fast Boot and other stuff at the bottom.

Unfortunately that did not help. It shows as a Balanced Plan. The only other option is a Power Saver.
