Add printer problems

please kindly help out, i couldn't add printer nor access printer properties, therefore trying to troubleshoot I have deleted all the printers already on windows.
but still i keep getting access denied to add a printer or open server properties

Typically an "access denied" message would suggest that your account is not a member of the local administrators or has explicitly been denied suitable access to the C:\Windows\System32\Spool folder.

You should also be using the latest driver package from HP.
According to your attached image the HP 2130 driver is here

Back before I switched from HP to Epson printers I often found this helpful for HP printer diagnostics

First clear Print spooler
  1. Select Start.
  2. Type Command .
  3. Right-click “Command Prompt” and select “Run as administrator“.
  4. Type net stop spooler then press “Enter“.
  5. Type del %systemroot%\System32\spool\printers\* /Q then press “Enter“.
  6. Type net start spooler then press “Enter“.
Then Try this

CP Network and sharing>Change Advanced Sharing Settings.
Privet (current profile)
Select ON network discovery.
Check Turn ON network discovery
Check Turn ON automatic setup of network connected devices
Check Turn ON File and Printer sharing
Allow Windows to manage home group connections.

and if still dont work then Uninstall the Device drivers and reinstall the same, Also uninstall if you have any third party AV software.
