ADs or simply "Suggestions"?

So I fired up my machine with the latest build on it and found this
Microsoft says that they are not advertisements but simply suggestions to enhance the "Windows Experience".

What was the exact error did you get, was it telling to install any applications or was it asking to make some changes in the setting, we do see such suggestion for a better windows experience.
