Application cannot start currently updating

I keep getting message the application cannot be started because it is currently updating. That is what i get with photos but 80% of preloaded apps have bar under them and are not downloading how can i start them downloading?

 

[Trouble]

First.... the "Store" app itself needs to be updated to the latest version.
Launch it and go up at the top and click on your picture / account, the drop down should show a link to downloads, click it and then click check for updates.
When the store updates itself, it will appear to crash and close.
Give it a few minutes and then do it again.
