Bluetooth is Paired but "Couldnt connect"

Worked in Win7 but after Win10 clean install I cannot get Bluetooth to reconnect the desktop pc to the USB Rotel (Bluetooth) sound system......
All drivers are uptodate, all bluetooth services are running and bluetooth is on&working ( using a wireless mouse) but for some reason the playback sound device (bluetooth headset?) is disconnected and I cannot get it to connect.

fyi.....Worked/Works perfect on my Win10 Laptop on first attempt - Just not the Desktop.

Odd though that System Win10 Settings Page for Bluetooth looks quite different on the Desktop (no Bluetooth Icon) than on the Laptop (Bluetooth Icon = ON)......

I see the driver message listed for my DW1550 Bluetooth 4.0 LE as:
"Driver Management concluded the process to install driver bcbtums-win8x64-brcm.inf_amd64_c35fd33b177a577e\bcbtums-win8x64-brcm.inf for Device Instance ID USB\VID_413C&PID_8143\24FD524410D0 with the following status: 0x0."

Can anyone suggest a fix??
