Since MIcrosoft is robbing us all out of Cloud storage (shame!), as you well know,and I keep getting messages telling me that my OneDrive is over the new limit. I'm afraid I'm going to logon some morning and find there is nothing on my Onedrive anymore.. So I'd like the entire copy of my onedrive compressed for my external hard drive. How do I do this?

They're not really robbing you since they gave 3 months notification, and gave everyone the opportunity to keep the amount of storage they had. I was able to keep my 40 gb.
If you're syncing onedrive with your PC, then you already have a copy of the "drive" on your PC. If not, you'll most likely have to download everything individually.
