Short answer..... Yes.
IF you are currently running Windows 8.1 (w/update) you should be able to simply double click the ISO to automatically mount it as a virtual drive and then run setup.exe from there to perform the inplace upgrade.
Unfortunately Windows 7 does not have that functionality.
Microsoft has a tool that is suppose to do this.... http://www.microsoft.com/en-us/download/details.aspx?id=38780
I've only used it once and it didn't seem to work too well.
You can try it and see if it works for you, but....
You might be better off, if you are upgrading from Windows 7 to simply burn the ISO to a DVD using something like ImgBurn http://imgburn.com/index.php?act=download (I recommend Mirror 7 direct from ImgBurn site)
OR
Burn it to a USB ThumbDrive using something like Rufus http://rufus.akeo.ie/
Once you have the installation bits on the resource you choose, then it's the same deal.... from within your version of Windows, access the drive containing the installation media and use setup.exe to perform the inplace upgrade.

Actually I'm running on win 7 and i can simply open iso with third party application. I just want to know can i upgrade or not? In that link in last line this is written
"Windows 10 editions below are valid for both Windows 10 Home and Windows 10 Professional."
Therefore I'm asking can i upgrade with win 7?

Yes..... although you don't mention which version of 7 you are running, as long as it is not Enterprise you're good to go. Home version will be updated to Home version, Windows 7 Pro and or Ultimate will be upgraded to Windows 10 Pro.
I would strongly recommend creating a disk image before proceeding, read this.....

And.... as far as using a third party utility to mount the ISO as a virtual drive..... good luck with that.

I am not sure, but I don't think he is referring to a virtual drive. My regular way, for expedience, is to create a folder on a spare partition, called, for example, setup. I then extract the ISO to that folder and run the install from there.
But, if he has the ISO, he can make a bootable device - USB or DVD?
Whatever, he has the answer, from your good self, in your first post.

Keep us posted as to how you progress and good luck.
Many people have reported various and assorted problems when upgrading from Windows 7, so....
As I said earlier, make a disk image, remove any third party security suite you may have installed, remove (disconnect) any and all wireless dongles supporting wireless keyboards, mice and network adapters. Stick with only a wired keyboard, mouse and Ethernet adapter if at all possible.
Arm yourself in advance to the best of your ability with any driver updates that might be available for your installed hardware using....
The computer manufacturer's website, the Motherboard Manufacturer's website or the specific device manufacturer's website.

Yes, you cannot perform an inplace upgrade booting from the installation media, you need to run it from within your existing install to upgrade.

IF that is all you have then you might have to leave it in place although if you have the latest ISO there won't be much in the way of updates to download and install during the upgrade.
I'd say..... leave it in place, but......
If you experience any weird behavior during the final stages of the process or after the last reboot that produces a blank or black screen or a screen that seems to be flashing, you might want to remove it and see if that might be causing the problem.
As I said and I'm just passing along information..... some people have reported some issues with USB connected devices during the upgrade, especially from Windows 7, even in one instance a Camera and a Printer.
The idea is to keep the install as minimal as possible, thus preventing any potential hardware driver issues from causing you any grief.
