Cannot create/edit custom Themes

In the personalization area of the control panel I can choose themes but I there is no option to edit or create my own custom theme. Note I am using a local login profile. Does this prevent me from being able to customize my desktop to my individual preferences?

Why does microsoft hate people? Really no way to customize a theme - I hate the black and white world of microsoft.

I took a risk and installed UltraUXThemePatcher (see https://www.syssel.net/hoefs/index.php?lang=en and select software link). It has been working fine. After installation, a right click on the desktop brings up two choices: Personalize and Personalize (Classic). In the Classic choice you can edit themes just like in the good old days.
