Can't access password box

WhenI try to access password box nothing happens. At the bottom right of the screen are 3 icons, the first is lit and is awaited circle with 3 lines. Nothing happens when I put the curser on it. So I can't log in. Please help. It's a Compaq laptop running on windows 10.
