Constant 98% memory usage

My memory usage is constantly at 97-99% memory usage, with "System and compressed memory" Having almost 4x amount of memory being used as the next program

UPDATE: my computer now stutters whenever im erasing text, my mouse jitters across the screen 50% of the time, Im unable to really look at facebook without it crashing Chrome.exe.
