For a while now whenever I start up my laptop, before the lock screen it makes a clicking noise and the just turns off. I've tried launching it in safe mode etc and when I try to reset it it turns off before it starts. Its a new laptop so I dont think its any of the hardware.

Clicking noises suggest a few things, mostly hardware.
Hard disk failing
DVD drive if there is one, trying to boot.
An overheat or overcurrent circuit breaker tripping immediately.
As this is before the lock screen I would first suspect the disk.

Take it back to the retailer / seller and tell them you want it fixed, or replace or your money back.
IF it's new..... it shouldn't be your problem to attempt any repairs, as doing so might be contrary to your best interests.
Worse case, the manufacturer should be able to provide you with warranty service.
