At the risk of seeming overly pedantic......
You do not "create a Windows 10 ISO image" on anything.
The ISO is provided by the software manufacturer, in this case Microsoft that you can then create installation media from, which you can get from either of these two locations
https://www.microsoft.com/en-us/software-download/techbench
OR
http://www.microsoft.com/en-us/software-download/windows10
The latter I believe should and does provide a media creation tool which will allow you to use the ISO to create installation media on either a DVD or a USB Thumb Drive.
The former, which I prefer leaves you on your own to create the Installation media using third party software of your choosing. I will generally use
ImgBurn to burn it to a DVD
http://imgburn.com/index.php?act=download (Install it, insert a blank DVD, right click the ISO you intend to burn and choose open with and select ImgBurn from the context menu)
OR
Rufus to burn it to a USB ThumbDrive
http://rufus.akeo.ie/ (I use the portable version so no installation necessary, just insert the USB ThumbDrive into your computer then....
I've found both of these products relatively easy to use and recommend them after sorting through a number of other alternatives.
Having played with various iterations of Linux I've managed to use a number of such programs and have defaulted to just these two.
Although you can certainly search around, there maybe something out there better or maybe just one that you prefer.
