Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4088776) - Error 0x800706be

I have tried Installing the Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4088776) but get the Error 0x800706be. I have tried to run the Windows Update Troubleshooter but it comes up with an error also and will not run. The computer will not allow me to run any of the troubleshooter apps. After looking at the update log, my desktop has failed to update for the last few months. The last successful update was KB4041994. All have failed for the 0x800706be error code. I have also tried to find out the status of my BITS but can't seem to do it because the computer thinks that I am not the administrator yet is list me as the administrator. I am stuck. RK

Click the start button and just type
cmd
Command Prompt should appear at the top of the list.
Right click that and choose "run as administrator"
IF that works, then....
Enable the normally hidden real administrator account by typing
net user administrator /active:yes
sign out or restart the computer and log in as "Administrator"
See if that works and if you can perform the updates using that account.

I got in as administrator and attempted to update with no luck. Same error "Error 0x800706be" I was able to run the windows update troubleshooter but again "an error occured while troubleshooting" "A problem is preventing Troubleshooter from starting" . I have set the BITS to automatic instead of delayed start, restarted PC and attempted to update again. Here is what I have:

HP - Printer - 5/29/2017 12:00:00 AM - 20.79.1.6692: Install error - 0x800706be

KB4088785 is a flash player update
KB4058043 is an older update which was made available in December last year
KB4088776 is the latest for windows, which should have arrived with the flash player update on or around the 13th of this month.

My suggestion would be to go to the update catalog site, do a search for those by KB # and download the full standalone installers for your specific system and architecture, not the "delta" versions that may or may not be offered.
and Try installing them one at a time starting with the older one first.

Trouble, thank you so much for the help today. I turned off my Anti Virus Software and tried to install KB4088776 from the catalog and it failed again.
