Default email program not working

I have Windows Live Mail as default email program. In last week or two if I right click on file to "send to" my Outlook opens as default email program. Why is this. Already restarted the PC and again made sure WLM was chosen as my default app. Thanks.
Windows 10 X64 ver 1809 17763.475

Go back to Default Apps and choose the faint link that says "Choose default apps by protocol"
Scroll down to "MAILTO"
See what that says

It says WLM. It does default to WLM if I try to send an http from Firefox. The problem is if I open File Explorer and right click a file to send to mail recipient. Thanks

Someone sent an answer to change it in regedit and it worked temporarily until latest update today the reverted back. Does anyone know how to chage thru regedit? Thanks
