After it was deleted from the old mail, the default email program was made by Outlook, but email messages that were saved outside the email program, for example, on the desktop, ceased to open. When you click on the mail message icon, you are prompted to select a program to open this file, but there is no Outlook program among them. How can I open these email messages now?

After what was deleted? If it was a different E-Mail Client from Outlook, which one? Have you tried Webmail/Online E-Mail as provided by most ISPs/Internet Service Providers? What format are the "email messages that were saved outside the email program" in? A possibility would be .eml but each E-Mail Client does it differently.

There is a method which is name convert pst to eml. I was found it in Google, it is one of the solutions, and you may read it more in search machine. Another one is called Outlook Online Service - alternative variant to solving your issue. You may try both variants one of it might help you.
