File history failing

Event log says

Description:
Unable to scan user libraries for changes and perform backup of modified files for configuration

I am the administrator on the system; it is a HPQ Z400 workstation which originally ran Win7, now upgraded to Win10. I have no idea why File History would be unable to read C:\Users\[my user name]. Anyone see this or have ideas?

I have never been able to back up the system using File History

I have a system image from the Win7 backup utility but would rather just backup incrementally...

I have an internal drive and an external drive - have tried both, same message.

you might be having these issues due to some corrupted files residing in your machine.
go for SFC and DISM scan. it will help you to repair the corrupted files and also enhance your system performance.
