I am in the same situation Mark was in yesterday. I have tried all your suggested options to run regedit32 and none of them have worked. Any additional help would be greatly appreciated!

Thank you for the quick response and the suggestion. Unfortunately I am unable to "change settings that are currently unavailable" in order to uncheck fast startup. A dialogue box appears stating that the system is not responding in a timely manner.

I would only ask one more question of you.
Have you tried booting the machine into Safe Mode or Safe Mode with Networking to see if it responds differently? https://www.windows10forums.com/articles/safe-mode.3/
I'm not sure, what you may or may not be able to actually do at this point, but.....
IF you can right click the Start Button and from the Context Menu choose Command Prompt (Admin) and in the command prompt window type powercfg -h off
hit enter
type exit
hit enter
Restart your computer
That should basically accomplish the same thing.
See if that has any impact on your error message.
Sorry the above command just serves to turn off hibernation (not necessarily a bad thing) but to turn it back on, just change the "off" in the command to on
What you need to type at the command prompt to actually turn off fast start up is REG ADD "HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Power" /V HiberbootEnabled /T REG_dWORD /D 0 /F
hit enter
type
exit
Reboot
That will switch this key value
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Power -> HiberbootEnabled
From a "1" (one) to a "0" (zero)
Alright so unfortunately it looks like I am also unable to access command prompt (admin).
Some additional information - I had shut down my computer just before your initial response and when I went over to turn it on so as to try your next suggestion I found that it had somehow restarted on it's own. I went ahead and logged in and it almost immediately went to shut down again. I've gotten it turned on again now but it took a good 10 min foe the shut down/restart process to complete

It sounds to me like you have more going on with your computer.
You mentioned that when you attempted to boot into Safe Mode or Safe Mode with Networking (I'm not sure which one you actually tried) that it resulted in what you called a
"please wait " loop.
Can you provide more details..... did it say please wait and then reboot and say please wait again, or just stay in the please wait state for longer than you cared to tolerate.
Typically if it looped as in rebooted then it would not have rebooted into safe mode again, so I kinda want to understand better what actually happened.
Sometimes the "please wait" screen is not a bad thing, there might be critical processes going on in the back ground, if you have a hard disk light on your computer you might monitor that to determine if there is any disk activity that might indicate something is actually happening.
The please wait loop just stayed on the screen for an extended amount of time. (Granted this was around 3am last night so in retrospect it might not have been that long) I actually just tried again and was able to select safe mode.
It is restarting now there is a message that says "we couldn't complete the updates undoing changes don't turn off your computer". It seems to have moved into updates now fingers crossed this was the issue all along!
Actually, believe it or not, I suspected as much.
You're not the first person to attempt safe mode and when returning to normal boot, get a message about updates.
Unfortunately, it sounds like yours may not have installed and the system is reverting, which can sometimes take a while depending on the number and size of the updates.
Updates are done and everything looks good. I can access everything I couldn't previously access.

Just glad to hear that things seem to be alright now. Hopefully that will continue.
Sorry about the incidental stumbling and bumbling with those DOS commands.
Presumably they are unnecessary now and in any event, easy to reverse if needed.

At this stage of the game when upgrading to Windows 10 patience is a must. Windows 10 has MB if not GB of important updates to download and install, Please be patient "Wait" and let the program do it's thing. When your sitting staring at a screen at 3 AM watching a spinning circle 1 minute seem like an hour. Been there done that.
