How do I verify that I am the Administrator?

If you go to Control Panel > User Accounts > User Accounts (again!), there should be a box on the right of the panel which contains your username and underneath it shows if you are an Administrator:

But how do you deal with the too common situation of being refused access, the ability to save something, the inability to act as Administrator ---- when you ARE the (only) Administrator? This happens to me and I have seen many others complaining about it.
