Is there a way to prevent an application to be run by the system.

I have several URL's that I want to block from entering the computer.
Also, some programs which are appearing to run in the background, consuming lots of battery and slowing down the processor.

In many sites, it's possible to "Block" an user.
Is there anything like this to "Block" certain programs or URL's?
