Hello and welcome to the forum.
Go here C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Microsoft Office 2013
right click "Outlook 2013" shortcut and choose copy and paste it here
C:\Users\YourUserName\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
Restart and Outlook 2013 should launch when you start Windows 10.

You may have to change your folder options to "Show hidden files and folders" in order to see AppData
