Persistent "Security Alert" popup on Desktop

Recently my wife's computer is repeatedly displaying at random times a "Security Alert" message, referring to an uncertified website (even when she is not using any website). I have attached an image of the message. We are worried it might be malicious and have refrained from clicking any of the buttons. Malwarebytes & Defender scans pick up nothing.
