When I did a clean install of windows 10 over windows 8. My programs were put in a folder on the desktop. I don't know how to reinstall them. They came with the laptop 3 yrs. ago. I need the Cyberlink program to use the DVD player. When I click on the saved app it takes me to the web site of the app where I can repurchase the program.

If the software came pre-installed on your computer, then go to the OEM vendor's site to obtain those applications.
It may be important to note that a 3 year old version of a Cyberlink program may not be compatible with Windows 10 but it might be worth a try.
