Several windows 10 problems. Help!

1. After adding a family user on my main computer and laptop i started to have an internet connection issues (not sure if it is caused by this, just guessing). Some sites are opening fast, some does not open at all. For example i cannot reach Youtube, other video and media content. But when i go to YouTube.com directly it works! (i have checked the connection on other devices and it's just fine)
2. Start menu does not open sometimes.
3. After my main PC wakes up i have a white noise screen, so i have to hard reset it.
4. Sometimes my laptop just turns black after wake up too.

Suggestion :

Do you recall a date when you had no issues at all with the computer ?
If yes, do a system restore. Pick that date or prior as your restore point.
If you need to know how to do system restore, please post back.

Yes i do. I will do it, but it may fix only internet problem, other issues were present even earlier.

I don't have any restore point so it will not help.

Most of my tiles do not work. How do I activate them. The advice found on You tube video does not happen for me.
