Start menu in build 10074 is not working

The 'Start menu", 'ASK ME ANYTHING' search bar, and 'Open Action Center" are not working when you clicked on them, no errors, it just does not respond at all.

Problem started about two weeks ago when I updated Win10 to build 10074. I had this 'start menu' and 'Ask me anything' problems in the past which were fix by the previous build. now I am back with the same issue with this build 10074. I think problem started every times I try to use the 'Ask me anything' search bar.

with this 10074 build, I am also getting 3 other errors.
1- while booting up into the desktop screen, keeps getting a popup "CCC.exe error" I was able to fix it by reinstalling my my AMD video card driver, now getting it again after trying these steps:

while trying to fix my start menu issue.

2- keeps getting popup error when I right click on the desktop an than select Display Settings.
error (title) "ms-settings://display/" (body) "this file does not have a program associated with it for performing this action. Please instal program or, if one is already installed, create an association in the Default Programs control panel."
problem persist even when I try to reinstall my video driver.

3- seem to have a lot of issues with the sound on this build 10074, I think it has to do with the video driver because I am using an HDMI cable for the sound. The sound properties window takes a long time to open even when the hdmi sound is working.

In my opinion, you have too many issues to iron out on a beta OS.

An upgrade install through Windows Update might have carried over "baggage" from previous build.
I would suggest a Clean Install of 10074 and start everything fresh.

I too have had issues with start menus, start button, search, etc in the past-most notably with build 10041. I needed to delete and redo my primary windows account (live). With build 10074, things worked very well and I felt that issues were in the past. Guess again. Yesterday and today I have the same old issues as well as new ones: Any Windows applications are difficult to access, even if they are pinned to the task bar. I tried my old standby (although it is a pain-rebuilding the start menu from the store) of using another Microsoft account (outlook) as a primary one, an then adding the live account once again. There has got to be a better way to save ALL account settings including start menus) and this issue is getting to be old very quickly.Right now,even though this strategy worked earlier in the day,it no longer works: I have a basic live user account (with admin priv), and my start menu/button/icon/cortana/search, notification, etc icons do not work! I can log in and use my usual browser-google chrome. Spartan is inaccessible. I had such a lovely start menu set up too and I lost it. PLEASE DOES ANYONE KNOW WHAT HAPPENED AND HOW TO FIX IT?.

I am getting the ms-settings://display/ error as well when I right click on the desktop and select Display Options.
I tried upgrading a previous version first and then I downloaded the latest technical preview and installed it. The same behavior exists for both an upgrade and a new install.
ms-settings://personalization/ also does not work.
System Specs:
VMWare 10
Windows 10 Pro Insider Preview
Processor: Intel(R) Xeon(R) CPU E31270 @ 3.40GHz ... (2 processors)
Installed Memory: 4GB

I am having the same issue on July 29 release of Windows 10. Using KVM 64-bit. Not sure if that has anything to do with it. Upgrading from Windows 8.1 to Windows 10 I had to use single CPU mode. Going to try switching back to single CPU to see if it will run.

I am running Version 10.0.10240. I experienced this error while trying to resolve Black screen Nvidia driver error, but that is another issue (everything is fine with standard VGA driver). The start menu will not work at all, nor search and cannot save display settings... Have successfully created another profile but cannot seem get anything resolved by copying back over my profile.
