Start menu issues

I have a surface pro 1. I upgraded to Windows 10. Start menu and all works well on original account. My administration guy at work added another account for work and on that account only the start menu and search won't work. Can someone get me started in the right direction to fix this.

Typically when everything seems to work well in one account (profile) and not in another, it suggests that the problem profile is corrupt.
Why did he create another account?
Did he create it as a member of the local administrator's group.
Is it a local account, a Microsoft Account or an active directory domain account?
Do you need the second account? Does the profile contain critical data?
IF so you may need to create another account and recover the corrupt profile items into the new profile.

The procedure is pretty much the same as described for Windows 7 in that article.
