Store: This App Can't open

I have this situation:

1) the Store doesn't open (This App can't open")

2) There is no Store icon in the toolbar

3) wsreset gives me an error:

4) double click on jpg or png file give me this other error:

5) C:\Users\USER NAME\AppData\Local\Packages\Microsoft.WindowsStore_8wekyb3d8bbwe\LocalCache is empty

6) For other family users it works properly

Any idea?

That is the indication that the account that cannot open app is corrupted.

Create another user account with exactly the same privileges as this one > logon to it. If it also works fine, then you do have a corrupt account.
Backup contents you want to keep > delete the corrupt account.

Sincerly this is not a solution but a workaround, also formatting and reinstalling from scratch will fix the problem. What does it means the account is corrupted? I have installed Windws 10 from 2 weeks and it comes out with this problem.

I would like to understand what is is and how I can resolve it
