Strange Mouse behavior

If i hit the windows key and type in the name of an App I want to run it appears as it should but if I try to click on the app or right click to get an alternate menu nothing happens. I can start the app by using the arrow key to select it and hitting the enter key.

This is a new PC with out of the box Windows 10, not an upgrade and I have run sfc /scannow to see if something was wrong but it came back clean. This is my second Windows 10 pc and I have not seen this behavior before.

Any Ideas would be appreciated.

New Data
Shortly after I posted I rebooted and got the Windows is doing an update message. The update took about an hour. Now I have been running this laptop since new about 6 days ago and have run the MS update daily just to be sure I was up to date. Well when the update finished I am now running version 1607 build 14393.447 and the issue with the muse is gone.
Oh well maybe this helps someone in the future
