W10 Administrator Control issues

Hello, I have W10 installed on my HP Desktop computer and am the only one that uses this system. The Administrative Users are listed as Administrator and Bob (me) but when I tried to delete a JPEG photo, I was advised that I need to be the administrator to delete the file. I believe that I AM the Administrator (see attachment) and would appreciate any help that you can offer to insure that I AM “the administrator” of MY COMPUTER and am able to perform ALL functions on MY COMPUTER.
