windows 10 file permissions

I upgraded from windows 7 pro and it appeared to work(ish). somehow the file permissions are all screwed up. All my data files are read only. I do not have permissions to access my PST file. I am on a local account with administrator permissions. I did not create a Microsoft account.

try this.
right click file explorer in task bar > right click documents > properties > un check read only box in attributes. follow few prompts to finish.
