SOLVED Windows slow to boot or respond to mouse clicks.

I had a power outage last Saturday a.m., but I didn't worry about it because I use an APC UPS. Unfortunately, the APC software did NOT perform a "graceful" shutdown as I discovered later that day. Since then, that PC has run slower and more unstable with many programs reporting NOT RESPONDING. I have performed a SFC which repaired about a dozen corrupt files and DISM did not find any errors. I also ran a Windows Diagnostic Memory Test that did not return any errors. Windows Automatic Repair didn't (repair anything). I am at a loss as to what to do next... do I attempt to Reset the PC? Please provide your opinions.
