Can no longer open downloaded/stored pictures despite icon pop up to open/save.

I can no longer open a picture that has been sent to me by email or open some pictures that are stored on my computer. When I click on the download or a picture stored in the computer an icon appears as in the picture attached but nothing happens if I try and open or save it. Can anyone advise me how to remedy this? Thank you very much in advance for any replies.
